Apply for your tourist visa
Confirm where to apply based on your passport and legal residence, then prepare your documents.
Prepare your application
Apply in person using the prescribed form through the Montenegrin diplomatic or consular mission responsible for your place of residence. Some country-specific Ministry pages also list VFS Visa Application Centres; check whether one accepts applications in your jurisdiction before booking. Where Montenegro has no mission in the country, the Ministry says Serbia or Bulgaria may process applications.
Submit through the official channel
Use Montenegrin mission or an authorized VFS centre. Check the current instructions and total government charges before paying.
Review the decision before departure
Check the passport details, dates and entry conditions on the permission you receive.
Travel preparation checklist
Check each item’s requirement level and the conditions that apply.
Your circumstances may require additional documents. Ticks track preparation, not eligibility or admission.
Fees and processing time
Plan your budget and travel dates with the published fees and timing guidance.
Fee information
Montenegro requires proof of payment of a consular fee, but the Ministry's public C-visa instructions do not state the amount. Ask the mission or authorized VFS centre handling your application for the current fee and payment method.
C-visa decisions normally take 10 days. Further consideration may extend this to 30 days or, exceptionally, 60 days when additional documents are required.
Entry conditions and exceptions
Check whether these rules affect your eligibility, application, or arrival.
Montenegro is outside the Schengen Area
Montenegro's visa and stay rules are separate from Schengen rules. A Schengen visa does not automatically give you permission to enter Montenegro, although the Ministry lists a separate 30-day exemption for some qualifying visa or residence-permit holders. Check both sets of rules if your trip visits Montenegro and Schengen countries.
Official guidanceA C visa has a maximum 90-day stay limit
A Montenegrin short-stay C visa may cover no more than 90 days in a 180-day period counted from first entry. Your issued visa can authorize less time, so follow its validity dates and the border decision.
Official guidanceSome existing visas or residence permits may qualify for a separate exemption
Montenegro lists a separate stay of up to 30 days for some travelers holding a valid visa or residence permit from specified countries, or an eligible APEC Business Travel Card. Eligibility depends on the exact document and it cannot outlast that document's validity. Check the Ministry's list before assuming you can use this route.
Official guidanceBefore and during your visit to Montenegro
Register your place of stay within 24 hours
Foreign nationals staying up to 90 days must register at their place of stay within 24 hours. If you use an accommodation provider, it files the registration (the law gives the provider up to 12 hours). In private accommodation, ask your host to register you; if no provider is involved, you can register through the local tourist organization or local government.
