Land entry generally requires permission from Azerbaijan’s Operational Headquarters. The Georgia rail exception applies only to travelers who have a visa-free right to enter Azerbaijan. If you need a visa, plan to enter by air unless you have separate authorization; land exit is allowed without the entry permission.
